The Israelites were in exile in Babylon, having been taken from their homeland due to their disobedience to God. The culture was heavily influenced by Babylonian practices and beliefs, which were often in direct opposition to the worship of Yahweh.
Babylon was the dominant empire, having conquered Jerusalem and taken many Israelites into captivity. The Babylonian king at the time was Nebuchadnezzar II.
The vision takes place in Jerusalem, though Ezekiel himself is in Babylon. Jerusalem is depicted as a city filled with idolatry and abominations.
The Israelites in Jerusalem had turned to idolatry and were practicing abominations, which were against the laws given by God. This included worshipping other gods and engaging in practices that were detestable to Yahweh.
